1. Where you reading this from exactly?
If from email, what their email address that shows to you?
If from account RED sign alert, when you launch Steam on your system, then that would be from Steam support that flag your account.
If you got message when you contacted supported by ticket, then means they're aware of what you did, and caught doing something you shouldn't have been doing.
2. You purchase Dota 2 battlepass from someone, did you you gave someone access to your account, and/or used their credit card, or bank transfer? It's a good chance they did a chargeback as fruad on you.
There have been at least a dozen of these in the days since that battlepass dropped. Instant scam.
It clearly says you violated the contract (SSA) and so the account is locked permanently.
You agreed to these terms and then you violated them. They have full rights to do what they have done.
