You are claiming that you were refused a refund due to been Early Access and decided to wait until it was not in Early Access. I posted that the game is STILL in Early Access. Been Early Access does NOT remove your ability to refund as long as you have LESS than 2 hours played AND WITHIN 14 days of purchase. You need to meet BOTH conditions for a refund.
You have 9 hours, over 14 days and are outside of been eligible for a refund.
NOTE: Reviewing a case DOES NOT guarantee a refund.
you were refused because the game was over the limits sets. you could of submitted a manual ticket by select the purchase, then selecting "I have a question" and making your request there.
the auto refund only looks at time played and how long ago the purchase was made.

You CAN refund Early Access titles as long as you WITHIN the refund window > LESS than 2 hours played AND within 14 days of purchase.

The SAME refund policy applies to ALL games. 2 hours and 2 weeks. You admitted you were over at least one when you did the previous request, so you didn't qualify for a refund.
Also keep in mind that Valve tells you that they review refund requests on a case-by-case basis outside the refund policies. What this means, is that they'll have a look and then decide yes or no. It does NOT mean that you will get a refund.
Temper your expectations and next time don't buy an Early Access game. Better to wait till it's a finished product.

No, it appears you're the hero of your own story and are just throwing whatever in you need to maintain that narrative. The only problem is other people understand the refund policy, early access and are familiar with the game in question. So while you've convinced yourself, everyone else knows better.
As has been said by other and myself, Early Access has nothing to do with a game not being refunded.
As you choose to ignore this fact , I will lock this up. Clearly you do not want help with your issue.
