I suggest stick to one account, instead of making multiple accounts.
Also why didn't you just change email on your old account, instead of making a new account?

Are you using ISP email service? If so that something you shouldn't have been using, should have been using much better service that are literally free, such as Gmail, outlook, or etc...
What you have to do is provide them proof that your the owner of the account, if all you did was claim/redeem free games, provide them game keys that you used with them in the past if you ever redeem games on your Uplay account using keys. If you never did such of thing, you're going to have to ask them what other ways you can do, as you're going to have to keep trying to work with them. If you have a phone number account, maybe ask if that can be used for verification.
