Forget about IP address. Having it isn't what you seem to think.
The issue is they have access to your account, and they got that through YOU only, not by weirdly picking up your IP address which doesn't do anything like this.
It's a common scam, and you fell for it - whether you went onto an outside skin trading site, or clicked on a link someone sent you in chat, it doesn't matter. The fact remains you ARE infected, and you need to do as instructed above.
They are NOT Valve staff, obviously, and Valave NEVER EVER contact people. The only way to talk to them is when you make a support ticket to them - that's it. ONE way.
So please follow the steps listed above, get your computer clean and then change your passwords, etc.
And then think about changing your browing habits because you DEFINTELY did get scammed into picking this infection up.
Not that the IP is useful to the scammer in any way.
Having your IP Address will do him no good, He's just using it to create fear which is one of the important elements of making people weak to Orders and demands which are :
So, Basically any scammer will try to use one of these stuff so you'll always be careful is someone is trying to use those exploits against you. :)
Also One last Advice i can give you is, Don't chat to people when you're tired because you'll not really think straight and just do very stupid things (Talking from experience)
Oh and for the sake of informing you and getting rid of the myth that is spread around about IP Addresses:
The worst that can be done with your Ip Address is really just Cutting off your internet connectivity for Few hrs if they have a good connection by sending very huge amounts of packets to your ip address.
And The people claiming to know where do you live by your IP address, it's impossible, It's just showing them your ISP Location and That's it, Any one that claims they know your home by looking up your IP address online is just ♥♥♥♥♥♥♥♥.
