Try to log into your account using the Steam client in that boot and see what happens.
If it runs fine there, then apparently you do have a software conflict in a normal boot that is causing that.

It has to be safe mode with networking enabled.

EDIT...Also, might be good to do a hard drive scan using disk check.
I don't have any Externals, I've already rebooted my routers, my OS and Drivers are all up to date, my antivirus and firewall aren't the issue (I've even disabled them and tried), I don't have any programs that monitor anything, Nothings Overclocked, my connection to the internet is fine,and my RAM is fine as well.
Controllers, for example ? Seen that become an issue in some cases.
I added an edit to suggest a hard drive scan.
Using safe mode with networking, antivirus should not be an issue anyway, as it does not run on boot in that boot of Windows. That's why I usually suggest it while troubleshooting issues like this.
We have seen some posts that claimed a Windows Update seemed to have caused this kind of problem.
Did you by chance upgrade your operating system from an older Windows to Windows 10, and did not do a reformat when you installed the OS ?
Or did you buy your PC with the OS already installed on it ? Give details to this, if you know.
I usually am very reluctant to suggest reinstalling the OS from scratch, doing a full reformat, as that is a big deal for people, but we have seen it fix these kinds of issues also so that has to be up to you.
Honestly, I am just about out of suggestions to try to help, so someone else might come along and give better advice, or you can save your important data, as well as your steamapps folder to save your games, and then reformat the hard drive and reinstall Windows 10.
Then you have to update everything all again, drivers and OS also.
