Steam fails to launch or do anything
Whenever I click on Steam to launch so I can play some games it shows it trying to load for like a second and then never launches.

Now before you give me a list of common fixes I've already done the following.

-Restarted PC (numerous times)
-Steam is Allowed through my Firewall and has had no issues in the past week
-There are no processes where steam is active in task manager
-My windows is up to date ( I had to update it this week in order to play PSO2)
-Restarted my Router
-I've Tried to Repair Steam still didn't work
-Done a Fresh uninstall and reinstall and still nothing.

I honestly dont know what caused it to stop working :/

Boot the PC into safe mode with networking enabled.

Try to log into your account using the Steam client in that boot and see what happens.

If it runs fine there, then apparently you do have a software conflict in a normal boot that is causing that.

Because you cannot connect to the internet at all in safe mode.

It has to be safe mode with networking enabled.
I ran it in networking, it didn't launch at all, I even went into the folder to try to actual exe and nothing

i got this proplem but i just end task it and then restart steam... and i fixed it... but not a proplem like that, thats new
it doesn't start at all, my mouse shows it loading for a second and stops nothing opens up nothing is in task manager, its not that simple of a problem

Is your Steam installed on an external hard drive ?

Have a look here, as there might be some things that you have not tried, according to your list in the OP :

EDIT...Also, might be good to do a hard drive scan using disk check.

It's not installed on a External either.

I don't have any Externals, I've already rebooted my routers, my OS and Drivers are all up to date, my antivirus and firewall aren't the issue (I've even disabled them and tried), I don't have any programs that monitor anything, Nothings Overclocked, my connection to the internet is fine,and my RAM is fine as well.

And what about other devices ?

Controllers, for example ? Seen that become an issue in some cases.

I added an edit to suggest a hard drive scan.

Using safe mode with networking, antivirus should not be an issue anyway, as it does not run on boot in that boot of Windows. That's why I usually suggest it while troubleshooting issues like this.
So I did a Defrag and a Scan no errors detected, now to note this only happened after I updated my Windows 10 to the newest one after the update it starting doing this so is there any way that, that may be the cause of my issue?

It could be. Make sure your firewall is allowing Steam fully through. Don't disable it. Properly configure it instead.

We have seen some posts that claimed a Windows Update seemed to have caused this kind of problem.

Did you by chance upgrade your operating system from an older Windows to Windows 10, and did not do a reformat when you installed the OS ?

Or did you buy your PC with the OS already installed on it ? Give details to this, if you know.
My PC has always had Windows 10, no reformatting was done to it. I bought the PC a few years back from iBuypower and haven't had any issues till this last week, I did a little peeking into the latest update for Win 10 and came across a Forbes article stating it's been screwing up PC's so I may just need to revert back to the older one I was using before

I usually am very reluctant to suggest reinstalling the OS from scratch, doing a full reformat, as that is a big deal for people, but we have seen it fix these kinds of issues also so that has to be up to you.

Honestly, I am just about out of suggestions to try to help, so someone else might come along and give better advice, or you can save your important data, as well as your steamapps folder to save your games, and then reformat the hard drive and reinstall Windows 10.

Then you have to update everything all again, drivers and OS also.
