Some games unlock them in a weird way. I think it was Binding of Isaac back in the day for me that didn't unlock anything while I was playing, but afterwards (or was it next time I booted it up) a number unlocked at the same time, all for the previous play session, obviously.
But yes, asking in the game's hub will be your best bet for answers.
I have multiple Steam accounts and had some games completed to 100% and when I re-purchased them on this account trying to get them again, they unlocked to 100% at the moment of game launch.
This obviously doesn't happen to all games, only those that use local save files. It does suck, but nothing we can do about it, unless you download SAM to lock the achievements again, Which I don't trust that program so I wouldn't do it.
