Report a translation problem
You don't even seem to know what was disabled, so how can you say it has nothing to do with your computer and it is a Steam issue ?

Also, just as an example so far, you can uninstall and reinstall Steam until your hard drive fails, and if your antivirus or firewall is not allowing the games and Steam fully through as exceptions, then all that uninstalling and reinstalling Steam will solve nothing at all.
Because you are not correcting the problem that is the root cause.
And once you do finally correct any security program conflicts, you then have to verify the game files for all games affected, to get back any files that were quarantined :

And from what you said in the OP, it sounds like you had a lot of unnecessary programs on your computer at some point, so some of those can be a problem in some cases, and won't get along with Steam and games :

As I said, I have a game that is NOT related with steam whatsoever. I've went through and checked everything as it says when something was disabled in the msconfig, enabled everything steam related. The game disassociated with Steam works perfectly fine.
And yes, I'm at least 90% positive that the support I got was from the proper people, as I've had to do it many times in the past when my windows got corrupted a few years back- again, doesn't mean anything, but my computer is running back in tip top shape now, after the disk de-fragmentation, uninstalling of some things, etc. The only issue I'm having now, is although I uninstalled and reinstalled Steam, it still crashes my games after a bit. For instance, Jurassic World Evolution will start up good, but once I get into loading into a game, it shuts the game completely down with no warning.
Another instance, VRChat, it WAS starting up and letting me move around and stuff, but something changed, and now every time I open the menu up in-game, it freezes, and crashes. Now, it crashes with a "VRChat.exe has stopped responding," yet in the background it's still loading, but i have no choice but to shut the game down according to Steam.

I recently went through and uninstalled a lot of unnecessary programs, and I JUST uninstalled my Avast security as that was the problem I was having with my computer- it was using WAY too much CPU even when I'd disabled all the shields, so I just said screw it and uninstalled it. I still haven't gotten a new virus security, mostly to see if that was the problem, but to my luck it wasn't.
If you are going to just say it is a Steam issue, then how do you expect regular users to help you with the problem ? We all have the same Steam client and my Steam games here work just fine.
Also, even after you uninstalled Avast as you said, that does not state if you verified the game files after that.
Steam just basically launches the games. If your games are crashing, this is most likely an issue with the games, not Steam. So reinstalling Steam won't do anything in that case.
Steam can easily be repaired anyway, without having to uninstall anything.

Well, I just went into my steam to try and verify the game files and such, but it isn't showing me any type of a display in order to go into my game library, so I kinda can't verify the game files.

It wasn't doing that earlier, now it's something new.. It's happened after the most recent update on my computer, and the disabling of things. Either the disabling of things, and I HAVE left something disabled and I'm not aware, or the recent update, or the de-fragmentation screwed up the files. The last time i done a disk de-fragmentation on this computer, it messed up some of my game files as well, and the last time, all it took was to uninstall and reinstall the game to fix it, but that didn't fix anything this time.
Edit :: Cancel that on the display issue, it's finally doing it now. ^^"

Delete the Web Browser Cache. If you can't even verify the game files, that is big issue so far that has to be addressed at some point.
You have mentioned defragmentation, so I hope you are only doing that on an HDD and not an SSD, so does your PC only have an HDD as a hard drive or does it also have a solid state drive ?
Never defrag a solid state drive.
You literally just explained a "stop responding" error with a program on your PC, but you also said your PC is performing in "tip top shape now" ?
Clearly, it is not. And then you also even disclosed, thankfully, that you have had several issues in the past with "corrupted Windows" ?
Corrupted from what, exactly ? An infection ?
Have you done an OS scan lately ? Scanned for any infections also lately, with something better than Avast, such as Malwarebytes ?
Run sfc /scannow from an elevated command prompt and see what the scan reports about the condition of your OS.

Ahah, yea, what I mean by 'tip top shape' is, my computer was lagging and wouldn't hardly do anything as my CPU would jump around anywhere from 20-70%, due to Avast Security running it so high- since the deletion of Avast, my computer is running MUCH smoother- no lags, no anything- I probably should have clarified what i meant by tip-top shape, sorry!

Yes, I would be very interested to see what the scan reports as to the condition of your OS right now. Let it run and then post what it reports in exact terms.
Here is what we apparently know so far :
1. Microsoft did "some things" on your PC. We can't be sure what exactly was done or done that might be causing you problems right now.
2. You admit to having corrupted Windows in the past, so who knows what is going on with the OS as of now, and what health the OS is in. (sfc scan suggested above)
3. You have had "stopped responding" errors, which indicate that there might be a software conflict causing such errors with the program(s) giving such an error. Often, these can be related to security conflicts such as with antivirus or firewall, or the OS is still corrupted.

Also, uninstalling antivirus programs like Avast might not always fully clean them from your PC as they can sometimes leave behind background processes still.
Run msconfig and see what is actually running on your computer. Look under startup tabs and services tabs :

In other words, you seem to have other more serious issues there than Steam and games, and solving those issues might also help to solve the issues with Steam and games.

That is a comparison between your CPU and the minimum from the Store page for that game.
Also, your GPU is not even close to the minimum that the VRChat game requires :

So there is your issue with that game and your computer. Your computer can't even run the game that you are trying to use to troubleshoot this problem with. You need to use a game that your computer will actually run and that supports the game in specs.
It doesn't meet the requirements, but I've been able to play the games I have before, without any issues- such as ARK: Survival Evolved, The Isle, VRChat, Jurassic World Evolution, and Soul Caliber 6..
That should go without having to be explained, honestly. You need to use a game that your computer will actually meet the specs for, if you are going to be troubleshooting "stopped responding" errors and other issues.
Then basically that's very few games, if any, ahah... The specs for this so called 'gaming' computer are an absolutely pathetic excuse of a gaming computer. For the price of it, it's honestly the worst gift I've ever gotten, lol...
You'd think simple little VRChat would have the minimum specs of what my computer has..
Did you do the OS scan ? What did the scan report ?

There, you can see actually what is running on your PC. Don't pay any attention to the fact you uninstalled a program, in this case. Actually go there and look at the process names and see what is running.
Some programs run automatically by default when you boot up your computer, and for some of them, you don't need this, as they can just needlessly take up vital system resources while running in the background.
OR, even worse in some cases, cause a direct conflict with Steam and/or games :

So, looking at the screenshot, you did in fact have corrupted files, and apparently, Windows has repaired them.
NOW you have to ask yourself, why they were corrupted. Now I have to further suggest you get Malwarebytes, and do a scan for malware. Don't use anything for now but Malwarebytes.

It's best to do the scan in safe mode for Windows, and enable ALL scan options available. Scan as intensively as you can.
