My Keyboard Keys R and D work but in every game I play I can't CTRL D or CTRL R?
Like for example in CSGO if I want to walk right I can press D but I can't crouch and press D or if I want to reload I have to standup how do I fix this? I don't think my keyboard is broken.

First thing I would do is go to the control panel and preferences to see if there's any weird settings on your keyboard that is enabled. There are some accessibility features that behave like this.

I see 4 HID Keyboard Devices 2 HID Compliant Vendor Defined Device 1 HID Compliant system controller 1 HID Compliant Control Device 2 USB Input Device and 1 USB Composite Device

Just check them all to make sure.

By weird settings I mean accessibility settings. It explains them in the options.

Sorry, I am kinda an idiot so I can you explain exactly what to click from Control Panel Like Control Panel > Then Whatever I click > If there is more

When you said you saw those device in the control panel, right clikc on each of them and it should bring up properties. Go through each of the tabs for each one and just check there's no options enabled that you don't want. like the accessibility settings.

As I said, each of these options usually has a small explanation to go with it, but if you don't know what one does, google it.

There's a number of disabled accessible things that can be enabled and I know of one of them for keyboards that allows just ONE key to be pressed at a time for people with limited dexterity.

Actually under events I see an event around the time I started having this issue how would I undo that?

You need to go through EVERY option on there. If it's activated and you don't know what it is, google it.

Under my USB Composite Device properties under events it says 3/25/2020 device configured (usb.inf) and 3/25/2020 device started (usbccgp) How do I undo this I am 99% sure this is my issue
