If it were payment failure of any kind (except lack of funds) it would likely be the generic "there has been some sort of problem".
You need to speak with your bank or card provider and see if they've enabled a block on payments to Steam. It's not unheard of, due to scammers and so on.
They may have seen "oh, someone's made a payment to Steam, we'd best lock that to prevent future issues".
Even if it's not the case, it's something the bank need to clear up, because authorization ONLY comes from their end.
You should be expecting a response upwards of a few days, for the reasons they've posted about.

They're going to be FAR less busy than Steam. You have to remember everybody is at home at the moment, and services like STeam and Netflix will be hit HARD.
Indie games sites like Fanatical won't.
