Are all the drivers fully up to date on this computer ? I am not talking about GPU drivers, but all other system drivers.

The system information tool should be reporting that you have 16 GB. Are you absolutely sure that you have 16 GB installed in that motherboard ?
And are you sure you have it installed correctly ?
Four sticks of RAM at 4 GB each or 2 X 8 GB sticks in the right DIMM slots ?
So the fact it only shows about 14.5 GB is strange to me. I have not seen that before.
Just checked mine and it is correctly displayed, at just over 16 GB. So not sure, but maybe keep that detail in mind as you go along and try to find the issue.
So far, there does not seem to be any hardware issue that should prevent you from getting good performance in the games. So I am not really sure what the problem is, but maybe that is just my misunderstanding of your concern.
As for your system memory reporting 14, it could be 2+2+2+8=14. That would be very strange but possible. If you're curious about it you can run this in cmd:
wmic MemoryChip get BankLabel, Capacity, PartNumber
You don't NEED a full 16GB of RAM, gaming you're usually fine with 8GB, But we get 32GB to have that huge head space where we will most likely never use it all and get bottle necked lol
