How did you end up fixing it?
No idea how it got fixed but apparently uninstalling, switching install location and installing again multiple times seemed to do the trick.

Simply go to your Steam settings > Downloads and clear download cache.
this problem is something, that this solution mostly doesnt fix, as i think its the first thing most people try and then go here to ask.
i example have now same problem, and steam dont allow me to check files, as it says the same thing. in y case is problem with workshop, so xhecking game files is useless.
i think in my case its caused by update of ws content, while i was downloading it, so it caused files corruption, bul ill see if i manage to fix it.
Can you explain how, step by step, make that setting?
