Is that what you have seen ? That can be caused by your antivirus quarantining the .exe as "malicious". Therefore, it would not be in your recycle bin.
Make sure Steam and all games are listed as exceptions in all security software on your computers.

Don't try to use a shortcut to run the game, especially after getting a missing .exe error. Use the "play" button in your Steam library for the game.
That shortcut would then be broken, as the path to the .exe that the shortcut was for no longer exists. You would have to make a new shortcut after getting the file back.
well I looked on my desktop, I deleted the game and permanetly removed the game from my computer, it says missing executable on both pcs and idk how to restore it
Did you check your antivirus quarantine folder to see if the .exe was in there ?
You need to make sure the antivirus and security exceptions are made before you try to get the .exe restored.
Otherwise, it will surely just happen all over again. Fine the cause of the error first, then try to restore the .exe file.
