If it's true, I'd imagine that they discovered that cheaters were getting around their bans because From Software doesn't use Steams built in ban system. If the player realized they were banned they could just create a fresh Steam account and Family Share the game over to it and continue playing online with the non banned players.
Best thing to do, wait till the next sales event and hope you can pick up a copy on the 2nd account cheap.
Probably not. If other games are working but theirs isn't, they probably changed the settings to not allow family sharing. Nothing you can do then but purchase the game on the account that doesn't have it.
Also I can assume this is possibly related to people trying to get around their bans, that's just my guess.
