There are no links to activate games on Steam. If that does not work, then contact the place you purchased it from.
As it was not purchased from Steam, there is nothing Valve can do.
I would not suggest buying from an unauthorized reseller next time. There are too many risks when doing so.
yup..i tried to activate it as a code but didn't work...
actually i removed the http and when i tried to activate it as a code
i got a message that says Sorry, but the following items are not avaible for purchase in this country

Sounds like a Russian CS:GO key. Those are the only ones I can think of that are region restricted. It may be why it was so cheap too. In Russia they are equal to $7.04 and that is the normal price.
You will have to contact the place of purchase to get another key, if they are willing to do so. Most time they refuse to exchange or issue a new key unless you purchased their "shield" program and followed their requirements to the letter.

Doesn't matter what their store said, that is what you seem to have recived.
As I said, it is common on those sites. There is no way for them to verify a key before hand either, so they wouldn't know until someone tried it.
Please don't bypass the filter. It is there for a reason.

Here's a tip. They don't care about you at all because they already have your money and their 'insurance' isn't worth the toilet paper its written on. You're screwed.
Next time only purchase from authorized resellers.

Only the place you purchased it from can help you. Steam/Valve can not as yo did not purchase it from them.
No one know where the keys that such a grey market reseller gets their keys from. There have been times that keys got revoked as they were found to have been stolen or fraudulently purchased, then sold on such sites.
All we know is they did not get the keys from the developer or Steam.
If they refuse to do anything, then you can try and contact your credit cards (or payment method) and see if they offer some protection, but this is all in that site's court now.

Again go back to the 'retailer' for your problem. The odds of that 'retailer' actually helping you are basically zero.
