Using the forum search is a great way to solve many issues, without even having to post.
There is one issue right there....you are trying to troubleshoot download issues using a router (wireless connection). Never do that.
Run ethernet from the modem to the computer temporarily to bypass the router.

Edit: I don't know about the OP but I am connected directly into my modem.
If it was their servers, then the forums would be exploding with thousands of others posting about not being able to download.

I tried it with ARK, assassins creed revelations, alan wake, robocraft, project highrise and a few others
And yeah, it is steam specific. Non steam stuff runs fine or downloads fine.
Boot into safe mode with networking. Change regions for downloads while you stay in safe mode with networking, and further try to download.
What is the computer model or model number ? If custom, post the exact motherboard instead.
What is the operating system ? (Windows AND if it is 32 or 64 bit)
There is your issue right there. The computer does not even officially support Windows 10. No drivers on Dell, if my link below is correct.

Yeah I am plugged directly into the modem (my computer sits right next to it) and had no issues until what, last week i think.
I will try what you said and see what it does.
My computer is a custom computer:
ASRock Z97 Anniversary
Intel i5 4690
8GB DDR3 Ram (G.Skill Ripjaw)
Windows 10 64 bit
Is it the Extreme 4 ? If not, find it on ASRock and link it here, please.
ASRock always says to have the latest BIOS if running Windows 10. May not help, but they still say this.

I would still check the BIOS. A BIOS upgrade will probably not affect or help this kind of issue, but there can be other issues down the road. So may as well mention it now. Latest BIOS is always recommended by ASRock if running Windows 10.
Then try the safe mode with networking suggestion. Keep using a hard line connection to the modem only.
This right here eliminates many of the most common problems we see.
Then, if you need more help, we continue from there. Step by step, using process of elimination.
