HOWEVER, going into Settings > Web Browser and deleting the cache or going into Settings > Interface and disabling DirectWrite has worked for several other folks.
Tried this and tried fidling with all the other settings but didnt work sadly :(

Do you happen to have GeForce Experience installed?
On a fresh install i dont have anything installed but before i started reinstalling my pc i did have geforce experience yes.
But now its a 100% clean install to a whole different hdd and its still doing this so im really starting to think its a steam issue.
Its posting a close wait state and establishing a new connection to personal.inet.fi every 6 seconds for some reason. Also the threads addresses goes wild everytime this happens.
The same routine seems to go on indefinitely, got no idea wtf does this mean :D
I connected to my phones wifi via usb wifi tungle and the problem is gone. Also connected to my homes modem via wifi and still no busy circle.
Dunno why its doing the infinite on off loop with cable and not on wifi?
First guess would to check and make sure you have the latest LAN driver.
If custom built, post the exact motherboard instead, please.

I have personally been having issues using the ASUS site yesterday and today. I have to use cached versions of searches on Google when looking for drivers.
Windows 10 is "supposed" to keep your drivers up to date, from what I understand, which I personally hate.
However, I have seen cases where the user thought they were and were not, and downloading them and installing them fixed the issue they were having.
I suggest you download and install them, or make sure they are all up to date.
