Can my account get banned if a purchase a game from another country and go back? [No VPN]
As it was discussed here before, the main point of this post is the restriction on gifting due to a 10% difference between the prices of the stores of two different countries but same region (i.e. Canada - USA). Also, the possibility of a perma ban of your account for using vpn to redeem keys from different regions.

Now, my question is (as it's stated on the title), can my account get banned if a friend who lives in a neighbor country logs in on my account to either gift or purchase something for me and then I log back in on my actual country?

that would be a violation of the SSA and grounds for all related accounts (yours and your friends) to be locked/terminated. so yes, your account can be banned

also, logging in from another country is not going to get you the cheaper prices

Sharing accounts is against the ToS. You're just trying to circumvent the restrictions another way and breaking the ToS both for circumventing restrictions and for sharing the account.

Why not read the terms yourself:
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

"Or other methods" covers all loopholes you can think of, even if they haven't. Work harder if you feel the need for more games.

Honestly, I've got 400+ built over 11 years, haven't played 300 of them and probably never will. I rarely buy games now unless I'm absolutely sure I will play them before the next time they're likely to go on sale. Steam has gotten a pretty low expense that way.

Just got to add here, that it's important to note the Steam Subscriber Agreement. It doesn't matter whether you read it or not, you have AGREED to it.

SO, yes, buying dodgy keys, knowingly or otherwise is against the rules and you do stand the risk of your whole account being actioned in some way.

That's really not a smart move.

Likewise sharing an account. There is ZERO good reason to do this. Some years ago, there was an issue where household family members would share games and accounts, but this was made moot when Valve added Family Sharing. So now there is no reason, and as such trying to do so is ALSO holding your account up to be actioned.

Ask yourself - is it really worth it to buy one dodgy key, or share with another when you stand to lose EVERYTHING?

It's really that simple.

Oh and if your friend wheedles you to try and share your account and makes excuses, get a better friend!

If the price difference between the 2 regions is more than 10% after currency conversion, you can not gift it. The original regional restrictions still apply, if the game has them.
