deleting steam because none of the games work on my new hp omen

Because Steam is not the problem. The problem is on that computer, or on your end otherwise. So is this an actual request for help ?

Well, with all due respect, that does not prevent you from making a post here that has a decent title that describes your problem with a bit more detail at least.

Surely you can describe what you actually SEE going on there when you try to use Steam, launch Steam, or play games from Steam.

So what is the problem, please ? Can you at least post your operating system and if that operating system is 32 or 64 bit ?

HP Omen are fairly new gaming laptops, with windows 10 64b, ranging from €1000 to €2000,- when bought from HP webshop. It's not a hardware and/or drivers issue. They are good (if procured legally).

I determined that the file it was complaining about was local_settings.txt. (C>Users>Computer>My Documents>My Games>Runic Games>Torchlight 2>Local_Settings.txt). I opened the file and it was blank! I saved it as unicode (It was previously anicode?) and got the same error. Continued to change the encoding, continued to get the same error. Deleted the file, game runs. Closed the game, restarted, game still runs. Not certain if it will stay that way but it is progress, nonetheless.

Literally the first hit on google for "unable to determin file type"

okay i hear you and sorry, was a little emo, had a bad week, but i was unable to make that work. and yes i am not affluent with 10, thats mostely why im having this issue. but that is the error and i think a windows upgrade caused it, but it still does not work,,, my other games work perfect.

Post a link that shows your exact computer on the official HP manufacturer's website.

Use the search there on the site and find your exact model of computer and then link it here.

Made sure you search for and link to us the correct computer that you have there.

Chip please check your DRIVER of your new computer,just type in driver and it will take you there. Maker sure your driver is of the size for this gaming system,sometimes they are not. Then if that is so, download an updated driver/
