you can also try to verify integrity of cache since for some games that will force-reset settings.
No these settings are for DirectX - they are not accessible in the game. I need to set the default resolution to 1920x1080 32bit - and I cannot do this from the game options, i checked.
How do i verify integrity of cache?
Is there anyway to get DoW into either 1920x1080 or at least fill the monitor up?

If your GPU is newish it will support older directx unless it gives you the option to use a diferent version when opening the game.
Windows 10 auto updates this stuff.
You also dont need to change the x64 to x32 thats automatic
R/click the launcher on desktop and run in compability mode for windows 7.
Update drivers for your gpu since they dont seem to be working.
I can play older games fine.
Modern games still use directx on desktop.

and then it will re-download the distributables it needs when you launch the game for the first time. I can then re-select the settings for direct-x. There's probably an easier way to do this but this is the way I got it to work.
