Packages are separate licenses that encompass multiple games/DLCs and have a fixed price.
Bundles are the "complete your collection" things with dynamic pricing.
If this is really true I think there needs to be a really clear description of this when purchasing games where there are also bundles.
btw I am talking about buying games in a series where I buy one, then later wish to buy sequels (often previous titles).

It is up to them whether or not to choose the "tailored bundle" regular bundle or package deal.
Ask them to make on that is a "tailored bundle" to pay for what you do not own already.

It's two different features, that both have their advantages and disadvantages (though the mentioned packs that can only bought as a whole tend to get rarer since bundles were introduced).
As this is only about a mass purchase discount, there's always the option left to buy the titles one by one if the package deal does not suit you (except for the very rare cases of games that are only available as part of a pack).
Publishers decision how they offer their products. Your decision if you want to buy them.
