Sadly, this one thing brick and mortars do so much better than digital stores.
You also cannot ask for a "partial refund" at one. I mean, if someone DID do that I'd be gobsmacked, but... that's not how the PC game industry works, and it never has.
Partial refunds are not a thing. The only time you might get it to work is if you hadn't put in many more hours than an outright 'return and rebuy' would get you.

None would take the game back and refund the total price, IF that is what you're implying that's correct.
The system as it is doesn't allow for a normal partial refund like a physical store can do.
You can contact support and try for a refund. If they give it, then you can repurchase the game at the lower price.
If you are out side of the refund policy, then they have the option to refuse the refund.
Steam, like so many other digital product retailers don't offer this feature.
if you buy a 6 pack coke and then the next day the shop has a discount on that 6 pack , you are unlucky ,its the same for steam
