You don't need that to move things around anyway.
All you have to do is save all your steamapps folders, either from library folders that you previously had added or from the old Steam installation.
Then, after you are sure you have all steamapps saved in a safe place on your computer, you just uninstall Steam.

Then, after installing Steam in the new location, you just move back the steamapps to its normal place in the new Steam folder. That is all there is to this.
Not sure how you can install and configure a proper RAID setup but the simple moving of files and folders around seems to be difficult.
Sorry if that sounds rude to you as I don't mean to, but this was made impossibly much more difficult that it needed to be in the first place.
Did you uninstall Steam from the old location after saving the steamapps folder first ?

Stop using that "program" that you downloaded. Do you not understand that using questionable software/downloads like that can possibly be a good way to get a computer infection such as malware ?
I suggest you get rid of that "program" as in fully uninstall it and then reboot, and hopefully you have not compounded the problem even more by using it.

Restart your computer again, and install a brand new copy of the Steam client.

I suggest doing so out of any program files folders. EXAMPLE C:\Steam and NOT C:\programfiles(x64)\Steam
Launch Steam and let it fully update. Log into your account and make sure all is well.
Now, fully exit Steam after logging out, and go and move the steamapps folder that you saved into the new Steam installation that you just performed. If the files are too large, then you have to deal with that on your own. You should be able to remove the folders for games you don't want as well as the resepctive .acf files, just as was explained before.
That is really all there is to this.
Not sure how much more simply I can explain it, my friend. All you have to do is save steamapps, uninstall Steam, reinstall Steam and move back steamapps once done.
It is really that simple. I am sorry if I have not explained it well for some reason, but I cannot do it any differently than it was already done.
The .acf files are in steamapps. This is why I kept stressing to you in the thread here to make a backup of everything before you did anything.

You don't "get rid of" any .acf files. You SAVE your steamapps folder(s), because the .acf files are INSIDE those steamapps folders. Therefore, you also save the .acf files by doing so.
I have repeatedly said you need to save your steamapps folders to a SAFE place. You can save them wherever you want.
