Doing so can get your account locked as you would be bypassing regional restrictions. If it is restricted in your region, then there is a reason for it, possibly even a legal one.
I suggest you get a refund form the 3rd party that sold you the key.
If you want my opinion, it would be better for you to avoid doing it and even avoid buying on unauthorized re-seller like cdkeys.
While I do really want to play and add this game on my library, I really don't want to gamble it on my account. I have already invested many games on steam, and for my account to get banned/ locked because of 1 game, it's definitely not worth it.
Btw, are the people that get banned by using VPN, the account get banned forever or just temporary?
It isn't banned, but an account lock. You still have access to all the game, but would no longer be able to add more games, even using a key.

Yes, cdkeys is an unauthorized re-seller. And so, there's always a risk to be scammed and if that happens to you, it's all up to them to help you or not, since Valve will not do anything about that.
Like Spawn of Totoro said, the account will not be banned but locked. But probably the most likely action who could be taken for a one-time infraction like that is the game would simply be removed from your account(At least, from what I had read with a quick Google search) and since the key would still be activated, the re-seller will most likely not refund you.

With any CD key site... i am unsure how they can prevent "scams" because there is no way of validating if a key works or not without using the key...
So even if Cdkeys was to give you a dodgy key... i would not say its their fault and that they are in the wrong because they dont know if the key is used or not and have no way of checking.
How ever the method used for obtaining keys may be a bit dodgy.... So its best to go with authorised resellers then cdkeys.
As stated above by many others, using any VPN to bypass region restrictions is against steams SSA.
