Did you, for some "tuning" reasons, disable Windows' certificate updates? Some people are dumb that and that really screwed up Steam.

Did you add this: " -no-browser " to Steam launch options? 'Cause that will do it for sure.

Start your system in safe mode (for obvious reasons with networking). Does it work then?

Follow what the good ReBoot suggested above of course, but when you deleted the cache, did you make sure to allow plenty of time for it to work ?

It might take a bit of time, after you click the "delete" button for it to do it, and seem to just be hanging without working, while in fact, it is.

So if you did not see the page refresh after clicking the "delete" button from the Delete Web Cache feature, I would also suggest you try that again, making sure to allow plenty of time.

Usually, unless there is another issue that Reboot is covering with that suggestion he made, that fixes the problem.

Just so I understand what you meant here, are you saying you tried to load pages other than the library for that long and it just showed a black screen...

OR

are you saying that you allowed the Delete Web Cache function to run for that long, after clicking the "delete" button and waiting ?

Because I was talking about the second, not the first.
