So i opened a PC with Pre-installed games using my account and the games was shown on the library. Now i open it on my main pc the games are gone (ps i did not pay for the games). is there any chance i can get them permanently on my account?

Alright, as far as I understand, the games were never yours.
The library always shows all installed games on a computer, even if they do not belong to the account owner. To start them they need to be owned though. For this reason to get them permanently - buy them.

Are you referring to pre-installed games from a PC cafe? If so, You can't get those games to be available in your account. You have to buy them in order to be available on your Steam library.

You see them because they're installed and Steam can see the files. You couldn't play them because you don't have permission (Family share) or own them. The only way to play them is tyo Buy them

The exception ofcourse being that they were all free games, than you can just download them from Steam.
