You can refund/cancel a pre-order at any time before the game is released. Once the game is launched, the 2 hours/2 weeks requirements come into play.

so the 2 weeks rule is applied when the game is released?

Yep. Here's the official documentation:-

https://store.steampowered.com/steam_refunds/
REFUNDS ON PRE-PURCHASED TITLES
''When you pre-purchase a title on Steam (and have paid for the title in advance), you can request a refund at any time prior to release of that title. The standard 14-day/two-hour refund period also applies, starting on the game’s release date''

little caveat on that statement its only the 14 days rule that starts at release the 2 hour rule includes any pre-release playtime so any open beta or early unlock time played counts against that.

For betas, you'll have to open a ticket manually instead.

Not true. While it is counted and can prevent a refund through the normal channels, one can contact support directly and should still be able to get a refund.

within reasonable amounts yeah but if you have 6+ hours of playtime from before the release that isn't as likely my comment isn't meant to make people think there isn't a way to ask just to try and stop them thinking they are guaranteed a yes leading to them making a choice they normally wouldn't.

You can have as much playtime as you want on betas and you'll still be entitled to a refund. Numerous users with 50+ hours on FM and Battlefleet 2 managed to obtain refunds because they still fit within the pre-release window. If the dev wants to make their entire game available to pre-orders as a pre-release then they have to accept that some players may abuse this or be entitled to refunds outside of the fully released terms.

The request may be auto-rejected especially if the beta or pre-release is on the same branch of the full game but contacting support manually will fix this.
