Stay connected that way then boot the PC into safe mode with networking and test the issue again. Change regions while in safe mode with networking. Try many regions, and try some very far away from you also. VERY far away.
Place those settings back to default, for example, the -tcp launch option.

If you need further help, post your operating system, if that OS is 32 or 64 bit, as well as the computer you have, model and model number. If custom built, post the motherboard instead, please.
When bypassing the wireless connection and hardware, and using safe mode with networking, as long as your ISP and source unit (modem) are not an issue, you have narrowed down surely where the problem might be.

EDIT...This is a different issue than not being able to download, so that is what makes me think you left out the "with networking", because you said it is now stuck at the loading screen instead of you just not being able to download anything on Steam. Without "networking" enabled in safe mode, you cannot connect to the internet at all.

If that is not your exact computer, I would suggest you use the site tools on HP and find your exact model and link that here, if you can, please.
It's probably not that important, but I was just checking the OS and hardware information on it. You should be plugged into the computer with an ethernet cable and to the modem (source unit).
If your computer has an add-in PCI ethernet adapter, or USB network adapter, you should tell us so, please. If it's just the on-board network controller you are using, that's fine.
It's starting to look like the OS corruption you mentioned above might be sadly more relevant here than we originally thought.
