Power outage left unfixable corruption on my steam client
I was normally using steam and downloads works fine until i got power cut which ruined my steam partially, the download speeds stuck at 0 bytes/s here what I did in order to get this fixed:
-restarted my router and my pc
-disabled firewall and anti virus
-changed download regions multiple times
-reinstalled steam
-changed the protocol to -tcp

I will be really thankful for any reply.

Bypass the router with an ethernet cable directly to the modem or source unit for now. They try again.

Stay connected that way then boot the PC into safe mode with networking and test the issue again. Change regions while in safe mode with networking. Try many regions, and try some very far away from you also. VERY far away.

Place those settings back to default, for example, the -tcp launch option.

Might be a good idea to go ahead and do an OS scan also, just in case. It's easy, and should not take long at all.

sfc /scannow in an elevated command prompt, as seen here :

If you need further help, post your operating system, if that OS is 32 or 64 bit, as well as the computer you have, model and model number. If custom built, post the motherboard instead, please.

When bypassing the wireless connection and hardware, and using safe mode with networking, as long as your ISP and source unit (modem) are not an issue, you have narrowed down surely where the problem might be.

Right I did that /sfc scannow process but it told me it's unable to fix and need a certain softwares something like that

If the scan reported integrity violations that could not be repaired, that might be an issue and you need to be aware of that.

For now, you can try to use safe mode with networking and stay there while troubleshooting the download issue, but don't do anything else but test Steam in this boot.

If you reply further when you have time, as you said you may need to wait until tomorrow, the computer information that was requested above may help us to help you more, but if the OS is corrupted, that sadly would surely need to be cleared up first, depending on the severity of the integrity violations.

Alright, I've started safe mode, but unfortunately the steam client stucks at logging in screen just like normal mode. I tried to restart steam many times but no luck. my OS is Windows 7 Ultimate 64 bit and here is my computer info. https://imgur.com/a/SSdow7p

1. It must be safe mode with networking, not just safe mode please. We can't know you did it correctly unless you add the "with networking" part and checked that box in the boot options menu, then "apply" and "ok" then restart the PC, where you will then be in safe mode with networking.

2. Are you still connected without using any wireless hardware (the router is bypassed) ?

3. EDIT...This is a different issue than not being able to download, so that is what makes me think you left out the "with networking", because you said it is now stuck at the loading screen instead of you just not being able to download anything on Steam. Without "networking" enabled in safe mode, you cannot connect to the internet at all.

If that is not your exact computer, I would suggest you use the site tools on HP and find your exact model and link that here, if you can, please.

It's probably not that important, but I was just checking the OS and hardware information on it. You should be plugged into the computer with an ethernet cable and to the modem (source unit).

If your computer has an add-in PCI ethernet adapter, or USB network adapter, you should tell us so, please. If it's just the on-board network controller you are using, that's fine.

It's starting to look like the OS corruption you mentioned above might be sadly more relevant here than we originally thought.
