steam menu - download . steam content library click that. ( multi lib ) right click that repair steam lbrary.
With the UI 'update' some months ago,
this is know as home now and have filter on them unclick little blue circles to uncheck recent and installed games.
if you also have click games selection options it could show tool or sound. ( i doubt it but could happend )
if you still dont have full list of all own content.
exit steam.
locate steam install folder keep steam.exe and steamapps folder
delete all other content files and folders, and start steam.exe again, and let it rebuild itself.
can take little time,
if this dont help use windows system and right click drive and propertise do a check disk because that us rare and why mention last.
and no you can forget old UI lesser then 20.000 complains over new UI , that dont even cover 1% of all steams customer. ( but i can agree with you half way , they might want to enable a light client that dont need all the buzz. ) problem is i bet 75% will leave steam and use that only.
Also, when I tried to open it by booting my computer in Safe Mode, everything worked fine. I suspect it has to do with the friend list functionality.

are you only have friendslist issue now ?
try that old delete and keep steam.exe issue and steamapp folder. solutions this has always work then nothing else did.
or do you need to run steam.exe as administrator also now, to get it to work. ?
In the meantime, I have found the command " -no-browser " to show my library and my friends list in the old ui. It does, however, disable pretty much every other function of the Steam client.
