Library inaccessible, Steam Support offering no solutions.

For the last two years, I've been having issues with Steam's browser: Friends list, Store, the Steam Overlay. All those would freeze constantly and made me unable to host games online.

With the UI 'update' some months ago, even my Library became inaccessible. Steam Support had no solutions, and this problem was relatively widespread, with several threads being made on Reddit, many people asking for help on Discord servers, and plenty of posts in these very forums, none of which have any official solutions, but full of temporary fixes, and no explanation of the problem.

These fixes range from:
clearing the cache [done that several times]
restarting steam [yup]
restarting the computer [many times]
adding arguments to the Steam Shortcut [I've seen three going around, and none of them work for me]
lowering my firewall [didn't work]
reinstalling Steam [again, several times]
reinstalling VCREDIST [no luck]
disabling hardware acceleration [done that]
not using windows 8.1
disabling the display scaling [tried it]

To reiterate, NONE of those fixes work to make my Library viewable. I can use the Small Mode to play my games, sure. But I cannot join other players games through the Steam Client, I cannot see if friends are playing games at all with the client. It is just a solid black rectangle.
I recently found a slight amount of success in ending the bottommost instance of the Steam Client WebHelper in my Task Manager, but again, temporary fix, perhaps five minutes or less. I have tried oh so many things to make the most basic of functions work properly in this program, and nothing.

Please, if anyone either:

-Has some way of properly diagnosing the issue
-Knows a guaranteed method of fixing it I have not mentioned
-Or knows a way of reverting to the old UI, the FULL old UI, not just Small Mode

Please let me know. I'm at my wits' end here.

wait a sec, 2 years, only latest 3 month with new gui.

steam menu - download . steam content library click that. ( multi lib ) right click that repair steam lbrary.

With the UI 'update' some months ago,
this is know as home now and have filter on them unclick little blue circles to uncheck recent and installed games.
if you also have click games selection options it could show tool or sound. ( i doubt it but could happend )

if you still dont have full list of all own content.

exit steam.
locate steam install folder keep steam.exe and steamapps folder
delete all other content files and folders, and start steam.exe again, and let it rebuild itself.
can take little time,
if this dont help use windows system and right click drive and propertise do a check disk because that us rare and why mention last.

and no you can forget old UI lesser then 20.000 complains over new UI , that dont even cover 1% of all steams customer. ( but i can agree with you half way , they might want to enable a light client that dont need all the buzz. ) problem is i bet 75% will leave steam and use that only.

To clarify, I can see my games in the library in the brief period when the new UI decides to work, it's just that most of the time, trying to view the Library results in nothing but a black rectangle.

Also, when I tried to open it by booting my computer in Safe Mode, everything worked fine. I suspect it has to do with the friend list functionality.

are you only have friendslist issue now ?

try that old delete and keep steam.exe issue and steamapp folder. solutions this has always work then nothing else did.

or do you need to run steam.exe as administrator also now, to get it to work. ?

Ive been having the same problem for ages now, It just goes black and reloads multiple times, then stays black. Ive done same as you, nothing works, I wont be buying anything else on here thats for sure.

In the meantime, I have found the command " -no-browser " to show my library and my friends list in the old ui. It does, however, disable pretty much every other function of the Steam client.
