Don't be dumb = don't get scammed.
Your brother's account is absolutely compromised, and he will have to go through ACCOUNT RECOVERY to get it back. While he's doing that through Support, your computers will need cleaning...

Deauthorize all devices https://store.steampowered.com/twofactor/manage
Change your password on a secure device.
Generate new back up codes. https://store.steampowered.com/twofactor/manage
Revoke the api key https://steamcommunity.com/dev/apikey

No items that have been traded away during this time will be returned to you.
Also report the account’s profile as scammer, and STOP visiting 3rd party trade sites!!
They need to go to the ACCOUNT RECOVERY system and *read*, provide PROOF of ownership.
Dude this happens literally every day. They KNOW the 'email has been changed omg!'. They account for that in the system.
