My Steam API key Domain name says "localhost"
Am I compromised? I am not a big time trader and never clicked any external links from anyone and not a CSGO player.

You mean here? https://steamcommunity.com/dev/apikey
If there are any domains added without your permission. Then your account got compromised.

Revoke the API key, Deauthorize all other devices in the Steam guard settings, change your password, generate new Steam guard backup codes.

If a web API key keeps registering, then clearly the hijacker has access to your account or keeps getting back into your account.

Most obvious advice would be to change your password, scan your PC for malware and stop logging into third party pages that clearly steal your account information.

Do you use any apps to farm trading cards? Those will also set up a localhost api key.

I would laugh if a scam site was the culprit and the scammer forgot to change the localhost test url to the production scam url.

But hotSauce's theory is viable too, and probably more plausible.
