If you have already activated and played games on Steam in the past but the games are no longer appearing in your list of activated games, you are most likely logged into the wrong Steam account.
You can use the Help site to figure out if you have other accounts associated with your email address or phone number. Follow the steps to find your accounts and recover them if you no longer remember the password. <---- (USE THE LINK in this paragraph found in blue)

Of course, it shows the history of the account you are currently using. If there is no history of the games you purchased on Steam when using that link from this account, then this account never had those games purchased on it.
If you by chance had the same email address on another account, you can use the link in the support article maybe to find that other account.
Sometimes, in these cases, the user actually finds out they had not one, not two, but actually three accounts. We have seen it before.
In the past, some users got pretty angry as those here trying to explain this about having another account, swearing the whole time they only had one.
