It's kinda sucky to see users with a Gigabit connection having to suffer.
Well I'm looking at it, may have to call my ISP because my PC is definitely not even being pushed to its limits. Currently installing GTA V and my CPU sits around 5% Utilization and my Disk is pushing a consistent 25%.
I've tried about 4 close by, should I try some further away?

2) your issue is you are either CPU of IO limited
Check perf mon and track both your CPU and disk IO. Most likely you’re Disk IO limited
If you’ve got a multi core system the cpu will cap out on a single core basis because the recertification of the files are single threaded
