Well that's some interesting logic, like no new problems could ever occur, because they haven't already occurred? Not how the universe works in my experience. Guess all those PC repairs shops I've seen are just fronts for organized crime...
Sure, hardware fails, components wear out, users FUBAR their machines and have no idea what happened, all the time. What makes you so special that nothing could possibly occuring on your system?

If you want to get serious and dot some i's and cross some t's, post your full system specs and lets run through some basic trouble shooting. At the very least you'll want to rule some obvious things out before you try to put Gaben in a headlock because Steam is crashing games solely on your system.

That list is not all inclusive. Check msconfig from Windows and look at what is actually running under services and startup (Task Manager).
Check your firewall configuration and make sure Steam and games are allowed as exceptions.
As the helpful user above suggested, system specs are also helpful sometimes. Go to "help" in the top of Steam, then system information. Right click, select all, then copy and paste all that here.
Feel free to do a hard drive scan for health and integrity. chkdsk under command prompt.

2 is intel boost active does fan speed up and down then you run high-end things,
also part of the problem if you run this in Balance mode, you need Full performance.
or 2.80GHz is the problem the game requirement could require 3.0ghz or more

use that HP autoupdate tool from start menu if present or goto HP support site and get it to update pc , if you not have done this already.

if this dont work now then it could be steam menu Library and turn much as you can off to get steam to use as few resource as possible. ( dont ask me what this is about then some steam user got it fixed and even why odd crashes happend.) Laptop issue or use more with new option, i bet steam did not put them there for fun.

reinstall nvidia driver in advance mode, make clean install then check box is there.
this is seen so many time after windows core update, ( and its still nvidia not the windows core update, this is know as not work as intended. you could say require fresh clean install.
and you need to start again from my previous post. ( i had sli once at my desktop and every nvidia driver update they disable my sli. ) and even Cathulhu point out keep pc update is a most today. ( included own Brand Support page ) windows update actual dont count as update, they still got driver from every Brand if they even tell them this.
SO aulting module name: nvwgf2umx.dll is also Nvidia.

and i hope you do have Full perfornace mode and not Balance, and do check can i run them, if i have overlooked something

so if you done all i said , i cant help you, contact Nvidia support, something not work as it should. and own laptop support.
you lost me here, if you have other issue then that could be the cause , addware and other persky software can use/cost resource that lead to other app crashes, and you might want to tell that tech dude this, or let him read it, ( just because you are technician dont mean you are experince gamer also. and know those issue here. ) ask any other gamer they can tell you not easy to get a expert form both area.

Have you tried a completely fresh re-install of your Nvidia drivers? It's a fairly common issue that Windows OS drivers sort of collapse inwards from time to time, and GPU's are particularly prone (idk why, it's just a thing. I think they 're-update' on top of old driver code rather than wiping each update. Linux and Mac don't really report the issue AFAIK)

Afterwards set your computer to automatically run them as Administrator (CBA to check how but it's dead easy, something or other in your control panel settings IIRC) and let us know if that sorts your problem.
As a general checklist for steam running errors
• DirectX running error (super common).
• Installation file error.
• GPU driver error.
• THEN start looking at more esoteric stuff or get the PC professionally looked at.
Gonna have disagree. Seems like you're leaning way too much on clockspeed as performance metric.
A lot of CPU's can hit 3.0 ghz and performance differs wildly.

The Intel QX9650 meets the recommended requirements (which are extremely vague). But the 7700HQ is unquestionably better in any scenario and you imagine it's below the requirements? Even running at the base clockspeed with no boost the 7700hq is going to run circles around much older 3.0 ghz cpus.
Beware of clockspeed... it has extremely limited value in determining performance.
