OP's issue is a bad router that cannot allocate sessions correctly or a CGNAT issue with their ISP. I assume the former.

we probably need to keep pestering them, i just keep getting copy&paste generic replies and it's quite frustrating
This all changed a while ago, I hate to say it, but they made Gaming
on 2 Computers almost near impossible now... It is doable, but it'll cost way
too much to do, & by that point, your wasting your time, & money...
1.) Windows Desktop Account Log-In
2.) STEAM Account Log-In
3.) Game Libraries
4.) I'm sure there are other things, like Remote Play as well...
But all of these things are not allowed on 2 Computers at once...
1.) Windows is tied to your Account, so if you Log-In 1 Computer,
your logged-out of another Computer... Or at least your Windows Serial Key stops
Functioning on 1 of the 2 Computers...
2.) STEAM Account Log-In can only be done from 1 PC at a Time...
3.) If you play a Game on 1 PC, all other PC's are locked out of the Entire
Game Library you have, so you cannot Play a Game on multiple PC's anymore...
Solution?
Own 2 Copies Of Windows, & attach to 2 Separate E-Mails...
Own 2 STEAM Accounts...
Own 2 of Every Game you own...
Own 2 Custom Built computers
Do not use an E-Mail on all your Computers, make sure
each Computer uses only the E-Mail Attached to it, simply
to prevent Computer Locks...
At this point you are starting to get a bit Pricy with your Results,
& things start to cost a lot, just to play a Simple Game...
Pretty sure, that soon they will find a way to Lock our Controllers
so that we can't use them outside of our Computers, which would
also cause issues with owning more then 1 Gaming PC in the House...
PS: If the cost of Windows 10 hadn't already gone up in Price, it
most certainly will be raising in Pricing any Day now... I think they
are talking like $250 - $300 for just 1 PC to have Windows on it...
At that point, it's cheaper to just go out & buy a Pre-Built PC
with Windows already on it...
I also do the same since ever without any Issues.
1. Notebook in front of the TV that I use to browse(steam, web), chat (discord, steam, xbox) etc.
2. Gaming PC attached to TV with wireless Xbone Controller.
So if that would happen here, I could, as an example, not even chat anymore while gaming.
Why do you say this, what changed? Steam supports streaming from one PC to another, You are absolutely supposed to be able to log into the same account on multiple PC's on the same network in order to stream games from one to the other, that's why when you sort by ready to play it shows games installed on separate PC's on the network; if you have remote play enabled. There is clearly some issue OP is experiencing, but Valve didn't purposely make some change preventing this nor did they change their policy.
It appears something about the OP's network is making Steam think the two pc's aren't on the same network.
edit: OP just a shot in the dark, did you disable remote play on either PC, I'm guessing not but just trying to be thorough?
You get my problem.
I have checked steam settings on both PCs and remote play is picked.
Remote play is functioning if one of my PC is away from home (not in the same LAN), so weird
I believe this is not a Port Forwarding issue, since it failed in LAN (same network), not WAN (which requires port forwarding for some programs)
I appreciate Valve keeps updating Steam clients, but it seems every few updates some normal functions get screwed up....
