In order to use the textures, models, maps, and other resources you MUST OWN the games in question. Most mods require Counterstrike Source, which is why Gmod is often bundled WITH it.
Anything else (ie: 'download this pack for the game') is illegal because it's theft. You have to own and install it.
Game servers won't even run at all, if assets are behind paywall only. That would be huge security risk too.
@OP there is a way to use those assets through SteamCMD, but it does not mean you get playable CS:S. You better go to ask this on Gmod forums, they will help you.

I live in Argentina, and the dollar is very expensive here. Both games would cost me 260 AR $
Any and all Valve products that you want to use assets for like half life 2 and portal and l4d or day of defeat source etc, those must be purchased. That's the only way to keep it fair: they made the assets, not some guy that found a way to crack them online.
MANY assets are shared between source games, however, so you'll see a lot of them in numerous places already. Each brings their own flavor to the game though, I highly recommend DoD:S for the realistic items. CSS is also very good to own for other mods, some are very good but you can't play them without having that game.
