It is unknow as to what triggers the warning or if it even resets. Such things are only know internally at Valve and support. It is not stated as such information would allow people to abuse it.
In general, it is best to research before buying.
Find reviews of a lesser CPU and GPU and if it worked fine, then your should as well. System requirements are already stated on a game's store page.
To be fair, 3.5 is a better assessment as the 970 had .5GB of slow ram that caused issues when used, but yes, 4GB of VRAM would be minimal if it stated a 970 as a minimal system requirement.
