When can I make refunds again?
So I got a message
'You’ve requested a significant number of refunds recently. If you’re unsure about a product, make sure to check out the customer reviews before purchasing.'
So I understand that it is a warning but how do I know when I can refund again?
I've made refunds on
13 Aug
31 Oct
2 Nov
30 Nov
23 Dec
When is the next time I can refund?

You generally don't ask about things like that, you're meant to take the warning as it's meant and stop "playtesting" things using the refund system. It's not there to demo games, and while it's more difficult it certainly isn't impossible to read reviews of the game and its play style to figure out whether your system and your tastes are good for the game.

Do your work before being unable to refund at all.
I'd like to see you try finding reviews about your exact gpu on some barely popular VR game
Your GPU is borderline with the minimum specs for the HTC Vive, and you might be VRAM limited as well. It would be smarter to stick to more popular games that you can guarrantee will run.

Then maybe you should wait, get a better GPU, or not buy "admittedly" unpopular games?

I wouldn't say I'm VRAM limited on VR titles since the minimum is GTX 970 thats has 3.5GB

[Really? I thought it would reset faster. Like 2 months or so
Its not that I don't reasearch about it, I buy a lot of VR games for which I can't really find benchmarks so I have to rely on minimal system requirements which often lie.
That is like 6 months of not being able to refund.
Would be good if I could get an exact date from a Steam Mod

It is unknow as to what triggers the warning or if it even resets. Such things are only know internally at Valve and support. It is not stated as such information would allow people to abuse it.

In general, it is best to research before buying.

Find reviews of a lesser CPU and GPU and if it worked fine, then your should as well. System requirements are already stated on a game's store page.

The 970 has 4GB VRAM. Yours has 3GB. Games on VR can possibly max that out.

To be fair, 3.5 is a better assessment as the 970 had .5GB of slow ram that caused issues when used, but yes, 4GB of VRAM would be minimal if it stated a 970 as a minimal system requirement.

It has 4, but you can count it as 3.5 sometimes.

Most, not all, that's the issue.

I know for a fact that 5 refunds in some period of time trigger it but I dont know when it resets
