It depends on which restriction you would be talking about.
Sounds like you have the recent purchase restriction, and then yes, any purchase will do for that. A purchase of literally one penny USD would do.
People get this restriction and the limited account restriction mixed up all the time. For THAT one, yes you do have to spend $5 USD to unlock the Market access, but that is a one time thing.
The recent purchase restriction is every year, basically.
Receiving a gift or activating a key does not count for unlimiting the account.

This is where some of the confusion comes from. OP is probably talking about the recent purchase restriction. For that one, you do not have to buy games, and you do not have to spend any certain amount of money.
