Steam refuses to refund because launcher tracked more time than I played.
So I bought a game christmas day. Didn't get around to trying it til the next day and found the framerates were so low on my crappy comp as to not be fun. My fault there. I closed the game and headed off to work only to find when I got home that it didn't close properly and I racked up 16 hours play time.

I went ahead and submitted a refund request anyway with a note about what happened. Rejected. Tried again with a clearer note. Rejected. Both times for having more than 2 hours play time.

I only actually played this game 1-1.5 hours before giving up. Seriously, this is pretty crappy customer service denying me a refund because YOUR software screwed up and shows too much play time.

Find the purchase... https://help.steampowered.com/en/wizard/HelpWithPurchase
Choose "I still have a question..."
Explain the issue politely and hope for a different answer.

Don't get your hope high tho, this is pretty unlikely with 16 hours of playtime. Valve has no way to know if you were playing or not over those 16 hours.

OP … Could you tell us what game this is that the launcher doesn't shut down then you turn off the game?

The fact you said the same thing back in 2013 on your profile seems a bit odd :

"I love how Steam counts even the time a game's launcher has been running in the background downloading a patch while I was asleep and/or at work. No, I haven't really actually -played- TSW for 270+ hours. ><"

EDIT............

Of course it did. Because anyone can make up a story about this to abuse the refund system. Only way they know this is what happened, the game just running in the background, is to take people's word for it. Not saying you are, but that is an easy way that many would (and do try) to abuse the system.

This is a user forum. It's not "OUR" software. Steam Support almost surely will not even see this here.

The fact that you creeped back 6 years on my profile to try to "pwn" me seems odd. I don't see how me having had similar happen before makes it occurring again any less credible. In fact it seems it should have the opposite effect...

Rise of Industry. Problem was, as I said, the game did not shut down when I told it to exit and I didn't notice sooner because I was heading out to work.
