They need to contact PayPal and give back the money.
But that PayPal account is banned from use on Steam forever.

your family member didnt call steam, they called whatever company you used to pay for stuff on steam. that company took the money that steam was promised and told steam "this purchase was not authorized". steam wants its money, and steam probly got hit with a bill for over $100 for your "unauthorized" purchase. do you really think steam wants to keep doing business with you after that?
In order order to correct this with Steam, someone needs to contact the bank and have them reverse the chargeback.
If you used someone else's card, that's between you and that person, but that money belongs to Steam. Whoever holds that card must call the bank, and get that settled before that date. As we've been saying: that is a chargeback and the results will become permanent at that point.
I never used a paypal on this account

This is why you should not use payment methods on your accounts that are not in your control.

The message from support clearly states that "purchases on this account have been confirmed to be unauthorized".
That means that.........well.......some purchases were made that were unauthorized.
Get those purchases back onto the card, because that's *exactly* what a chargeback IS.
