He didn't get banned for playing Spacewar itself. That's not how it works.

If anyone violates that agreement, they can take action appropriately. We can't know for sure what your friend did, but if his account broke the terms of the agreement, then that's surely relevant. Nothing you or anyone can do about that, if so.
He has to work with Support, if anything can be done....with the strong emphasis on "IF".

Some users do admit to actually playing Spacewar, but there is an exploit that has been mentioned here that I won't go further into detail about, for obvious reasons.
We don't know what caused the issue with your friend's account, so any guesses would be just that...guesses. He or she can make a new account, if all else fails.
Also, it's possible that your friend* as you say, was targeted by a scammer, who told him he was going to be banned, had him click on a link which installed a trojan on his computer and then used an API key exploit to steal his items.
