More than 1 year download
So the update for Subnatuica Below Zero downlaoded but now its unpacking, at 0 bytes per second hard drive speed, if I try to stop it or delete the game Steam just freezes

you don't need to close steam to clear the download cache.

Steam > Settings > Downloads > Clear Download Cache

I've managed to stop the download by deleting the downloads folder, but now when I'm installing a game its 0bytes/sec
How do I fix it?

But have you cleared the download cache??

it literally says

Clearing the download cache might resolve issues with downloading or starting apps

Yes, I cleared the cache and manually restarted steam, how do I fix the download speed?

Yes, I cleared the cache and manually restarted steam, how do I fix the download speed?

download speed is not steam related.. it's network related.. try rebooting your router or something

0 bytes per second and no HDD activity would mean something is going weird. You could try changing your download location.

If you get 0 bytes per second and your HDD indicator is stuck on (as well as having things on your computer become unresponsive) this could mean a HDD problem, which means back up ASAP before it breaks.

wow, I'm guessing you don't even know what youre talking about, do you want me to do a speedtest to proove you that its not my network, its steam?

As I said I fixed the HDD speed but now the network speed is 0

Might be, that's why you can change download regions to test this with.

Steam then settings, then downloads. Change region.

Try again, and keep changing the region until you have tried many of them or find one that gives a good speed to download.

Speed tests may show you can use the internet fine, but not necessarily the Steam network fine.

And CPU isn't spiking either?

There are three potential bottlenecks during a Steam game download:
  • Network: Anything from your home to the content server, limiting the maximum download speed. Check your Internet connection, and try switching to a different download region.
  • Disk: Downloads from Steam are compressed, and must be unpacked to be used. Check your disk activity light to see if it is blinking or on.
  • CPU: Related to disk, the Steam client needs CPU to decompress the compressed data files, and in some cases might cause a bottleneck. Check CPU usage of Steam processes in Task Manager.

First try regions closer to home, and if you don't see an improvement just select random regions. Most if not all Steam Content servers are on powerful backbone networks that can find a path to your computer sufficient to saturate your Internet connection.
