Report a translation problem
I did a quick look in the game's forum, and I don't see anyone else posting about this issue, so it must be a local problem, surely.

Currently doing a system restore to before game was installed, so responding through phone app. Next step I am thinking about booting in ubuntu and completely remove the game.

What operating system are you currently seeing this problem in ?
Sorry if I seem short, I am just really frustrated, but I am very much appreciative of any and all suggestions at this point.
Still not done with system restore, but I figure if this doesn't work I will boot ubuntu from a thumb drive. The only reason is I know that way I will not be stopped from manually deleting the game folder in steam.
Also steam finally responded with their canned "if a game says it is running when you try to start it, simply kill it in task manager" response" they didnt even read the email saying steam says it is running and I want it to stop saying that. I cant even try running it now as steam hides the run button behind a stop button that does nothing. I even sent them screenshots of my task manager showing it is not running.
just looked at the steam page (have game too) and looks like there's an update out for it.. was released today looking at the page.
click on the downloads at bottom of steam window and hit the X next to it if it's downloading or qued.
But i have good news, the system restore worked. Can't believe i had to go to that extent. Now, i have uninstalled it. So, do i reinstall and see if it works this time or persue my money back even though it says i have 8 hours played though it was really only 2 minutes?
You have to take into account not finding other posts about this in the game's own forum. Often enough, if you don't see others posting about something so important and impacting such as a game running all by itself, then it's probably not a Steam issue, but an issue on your end somewhere.
As to the refund, you can ask, but your initial reply will probably be no, as you have too much playtime now, regardless of this being the cause.
There is another way you can ask, when you are over the limits for refunds, but again, I would be first worried most about why this happened and what caused it.
I think this is a problem with the new steam library features actually. The game was not running, steam just thought it was. I think i did the perfect sequence of events with the perfect timing to get some flag in steam to not reset. because it was running steam could not update, so it just never got reset. I would not be surprised to find we have more of these for different games pop up in the next few weeks.
And again, I did not search extensively but just had a quick look, but I did not see one case of this in this game's own forum.
I am not trying to accuse you of anything at all. Just making the point that it's the same library for everyone that has the most recent Steam client. It's the same Steam.
So the fact you don't see hundreds or thousands of threads of people saying their games are running all by themselves, has to speak volumes in this case.
