There are other free alternatives to Windows which run great on old low-end machines such as Lubuntu or Linux Mint. You shouldn't be running Vista anymore for various reasons.
2. You can use the unlicensed Windows 10 for free. Nothing stopping you from getting it, or using it, Microsoft is giving the unlicensed Windows 10 completely free. I suggest check it out.
3. When they say they're dropping support, they don't mean they're going to block you, it means that when they do an update, and the client ends up breaking on you, and not able to function properly, then there's nothing you can do as they drop support, they won't help you; they'll tell you to change to a supported OS, and that's about it.
Well, ten to fifteen years ago, there were countless websites and programs, that offered free browser toolbars. In various ways, the new Windows version feels like it is born from the same spirit.

Time slip?
It is still January 22nd, 2019 here.
Valve is still working on the new UI and updates. Those use features that are not supported in Vista. Chances are Steam will not work on Vista after they are released, but for now, it still works.
When the Linux people talk about free they are talking about freedom, a copy of the source code is made available to you with your purchase or download are are free to do whatever you want with the software; change it, sell it, copy/share it etc..
I hope the same advice also goes for the current 'end of Windows 7 support' issue.
I can't be sure that how long keeping the old Steam Client online (by suppressing client updates at the same time) will last without switching to offline mode entirely.
