No. Valve isn't going to send a notarized letter to PayPal vouching for you. Use the process that's in place. Recover your account and claim the fraudulent purchases. Just a friendly FYI and I only say this because people have done this before, it's actually not uncommon, if you're trying to pull some shady stuff on PayPal or Valve, it will come back to you.
From what I gather, OP is stating the charges were not made to his Steam account, in which case he should definitely do a chargeback and initiate a fraud report with PayPal.
I thought it was on the OPs account in which doing a chargeback would cause the OPs account to get restricted. But no if it was on another account then yeah do a chargeback.
Typical scammers/thieves will have used throw away accounts and already laundered the money.
PayPal has a department for fraudulent charges, and one of the better ones at that.. one of the reasons people often choose to use PayPal instead of their card directly is for that very reason, because when there is a dispute PayPal themselves will jump in and get involved
And the fact you don't have PayPal attached to your account is actually a good thing here, when a charge is reversed Steam will often lock whatever account made the purchase and blacklist the payment method (although in cases of fraud like this I have heard them making exceptions to the blacklist rule on occasion, so as soon PayPal sorts this out I suggest contacting steam support and discussing that with them), but she nce it's not linked to your account odds of your account being penalized are reduced quite a bot
