Had this for cities skylines (content creator pack). It gave me the error message and I found this thread. However, it actually did install and is showing available in game. Unsure why it showed that message.

Settings > Downloads > Clear Download Cache (button)

This will clear your download cache and shut down Steam requiring that you initialize it again and log back in. Though you might also be lucky enough to get an automatic restart. I had the misfortune of somehow not having it shut down properly and then having to Task Manager "End Task" a hidden Steam process that was still going under another menu other than applications. Might have gone automatically if I waited long enough but I'm impatient that way sometimes.

I think that's supposed to be the automatic way to deleting the file other people mentioned.

Yes, add your Mac to Craig's list and buy a PC like everyone else to play games.

4) Re-start Steam and try again.

Don't assume this still works with all the changes the steam client went through.
Make your own new thread and explain the problem.

Worked for me in 2022. Since I'm on a mac, the file is located in /Users/*/Library/Application Support/Steam/appcache/appinfo.vdf

Just an update, I also had this issue and found when I went to play the game after trying to install all my DLC and giving up all the DLC was there as if it had installed. Also, I did restart my steam and try to reinstall one pack when it told me I already owned it hence why I gave up! Not sure how/why but thought I might let you know

I've had this twice in a week with CS, once with the new P&P and two of the new radio stations and today with an older one (Art Deco). Seems to work deleting the file though (PC).

Same problem with a DLC for Cities: Skylines.

Certain games/DLC's require third-party launchers to be 'activated', so that's why you might get that error.

I am assuming that this is the case for Cities Skyline, since it's from Paradox.

Just an FYI for future readers: deleting appinfo.vdf will assist only if that file is corrupt.

I should've mentioned that in 2018 when i posted it.

I activated a bunch of DLCs for Cities Skylines and upon confirming receipt the 'app configuration unavailable' message popped up. For each and every one of them.

I tried starting the game right away without deleting anything and everything seems to be in place. In case this helps anyone in the future.
