Try a download in a browser, like a free linux ISO, those have generally rather beefy servers behind them.
I just tried downloading the Ubuntu ISO using Internet Download Manager to see my speeds and I got up to 100mb/s so it doesnt seem to be a HDD or security software issue.. Not sure what could be the issue
Download Accelerator and Download Manager Programs
These programs curate your network experience, resulting in the possibility that Steam and game traffic may be hindered. Download accelerator programs should be disabled while using Steam.
I quit Internet Download Manager and made sure it was not functioning at all as well as disabling another internet management software called NetLimiter. I also disabled other unnecessary programs to make sure nothing was using bandwidth on my pc. Doing all this did not seem to fix the issue and I am still getting around 15-20Mb/s.
Back to the HDD possibility, I made sure to install a game on my SSD just in case it somehow was an issue with my HDD. I still seemed to get the same low speeds.
Today I installed ForHonor using Uplay and managed to get up to 55mb/s so I'm not even getting full speed there although it is better than Steam. Is not getting full download speed a normal thing when using platforms like these?
Now, change you region back to the one you normally use. Try to download. No joy ?
Change regions again but THIS time, change to one as far away as possible from you, not close. Try again. Keep trying this and try some very far away from you, but STAY in safe mode with networking while you do it, please.
My results still seem to be the same. I tried at least 15 different download regions and all of them gave me the same speed. I averaged around 20Mb/s while the highest I got was 22.4Mb/s on East Africa.
While I was testing all this I noticed the download speed would halt to 0Mb/s occasionally for about 3 seconds and then went right back to around 20Mb/s.
And pending downloads on steam from clear hard drive 100% games are on 60 mb/ps LTE on my it change after 3 sec clear
-Drivers need updating/installed/are not supported for current OS instal
-other hardware is the issue, such as router, extender, router/modem combo unit, router firewall, etc.
-High traffic with that specific download. Is this with any Steam game download at all, or just one game in particular ?
-ISP or local network issues. (school, university, non-user controlled private, throttling due to holiday preparations)
-ethernet/wireless NIC device having issues itself. Rare, but possible.
I have seen cases here, depending on what was being downloaded, where each and every region had to be tried before the user could get the data.
Some games, such as Payday 2 for example, have a bit of a reputation for just being that hard to download.
