What does the cross mean in steam refunds and am i eligible for refund

So now i am trying to refund Microsoft Flight Simulator X: Steam Edition since i don't think it would be useful to me currently with all the features, i would just play GeoFS now. So i tried to get a refund and my game has been played for 115 Minutes and it was purchased 7 days ago (steam wanted 14 days ago to be eligible and played in less than 2 hours, which is 20 minutes).

So once i clicked on the refund button i saw that the X that is usually on non-refundable games is there, so i tried checking on my other games which did not meet the 2 hours criteria and the 14 days

So is my game like nonrefundable now? I would like to better spend my money on games that i would enjoy more and spend more time on.
