Check your fire-walls, anti-virus sofware etc, and follow other trouble-shooting listed there.

Sounds like anitivirus or other software might be blocking Steam from being installed, so check those and Windows Firewall also.

I already deleted my anti-virus program and I still get the same error message.

Antivirus is not the only program that can cause issues with Steam. Here is an easy test to see if it is software that is conflicting with the installation :
Boot the computer into safe mode with networking. Download a brand new, fresh copy of the installation package. Then, try to install it in safe mode with networking.
If you can install it there in that safe boot, it's surely a software conflict in a normal boot causing the problem. Feel free to type out what the text of the error message says, please.
