Steam isn't responding when uninstalling

I have this insanely frustrating issues right now. I have a game called "Tree of Savior" installed. It was bugged and somehow disconnected me. I can't restart the game because of some issues. So I instantly went to "Verify the Integrity of game files"

Steam then tried to download 36MB but it's not downloading. So I tried other solutions such as running Steam as Admins, restarting the computer and all possible solutions. It didn't work. So my last option is to "Clear download cache". So whenever I tried that, Steam wouldn't clear the cache because there is an existing download that wouldn't stop nor download and loops it all again.

TOS isn't downloading because it can't and Steam can't shut down because TOS isn't finish downloading. I can't click "Exit now" because Steam is trying to finish TOS to finish downloading or shut down but TOS can't shut down and whenever I tried to uninstall TOS, it stopped responding. I'm stuck in this loop. If somebody can suggest a solution, please do let me know.

For anyone that has this issue, the only way to solve it is by re-installing Steam.

To reinstall Steam will remove all of the games that you have installed before, in order to prevent that, just follow this guide.
